Registering a business in Nigeria required twice as many procedures and three times the amount of time compared to processes and procedures which had been adopted by developed economies around the world. PEBEC, in collaboration with the Corporate Affairs Commission (CAC) and the Federal Inland Revenue Service (FIRS), have worked to streamline and address the challenges that SMEs face when registering a business.

Automation of export processes
- The time spent to ensure compliance to export requirements is reduced by 48 hours
- The number of export documents required have been reduced from 10 to 7
- Requests for pre-shipment inspection agents for inspections through the Request for Information (RFI) document for export of goods from the Apapa port can now be done electronically
- Upon submission of all export documents, Clean Certificate of Inspection (CCI) are now issued within 48 hours
Impact
Automation of import processes
- The number of import documents required have been reduced from 14 to 8
- Cargo inspections are done together as one inspection. The number of touch points for clearing agents reduced from 8 to 1, reducing the total time for clearing import cargoes by about 48 hours
- Shipping lines are required to issue rotation numbers at most 5 days before the vessel arrives into the country
- Shipping line manifest to the Nigerian Ports Authority and Nigerian Custom Service (NCS) to be done at most 7 days before the arrival of vessel to Nigeria
- The automation of the National Agency for Food and Drug Administration and Control (NAFDAC) import process is integrated into the Nigeria Integrated Customs Information System (NICIS) 2
- Pallets used for import of loose cargoes, reducing the total time spent on joint cargo inspection by the NCS and other regulatory agencies from an average of 6 hours to about an hour
