Easier, Faster, Cost-Effective
The Presidential Enabling Business Environment Council (PEBEC) in collaboration with Kano State Urban Planning and Development Authority (KNUPDA), implemented reforms to reduce process, time and cost towards making the construction permits application process easier in Kano state.

Facilitation of Online application and payment process for construction permits and building plan
- The procedures for submission of application and payment for building plan are now done simultaneously at www.knupda.org/apply
Impact
Timeline for water connection reduced to 7 days
- Through the introduction of better technology and capacity development, the Kano State Water Board have improved on its service thereby resulting in faster and affordable water connection
- Timeline to get water connection has reduced from more than 30 days to 7 days from time of payment
- The cost of connection has reduced to one-third of the former cost (from N250,000 to N84,000)

Elimination of physical inspection before issuance of Certificate of Habitation
- The time required to get a certificate of habitation has been reduced

Building plan approvals are now obtainable within 14 days
- The time required to get a building plan approval has reduced from 33 days to 14 days

No requirement for inspections before, during and after construction by the Kano State Urban Planning and Development Authority (KNUPDA)
- Private professional firms are appointed to carry out inspections before, during and after construction which has reduced the procedure time from 7 days to 1 day

OUTCOMES
As at May 2018, the number of procedures required for getting construction permits in Kano State is 13 as against an average of 14.7 for Sub-Saharan Africa
