The Omnibus Bill is an intervention of the Presidential Enabling Business Environment Council (PEBEC) aimed at consolidating and amending outdated legislative provisions towards removing bottlenecks for micro, small and medium enterprises.

The SABER is a 3-year performance-based intervention jointly designed by the PEBEC Secretariat and the World Bank Technical team with support from the Federal Ministry of Finance, Budget and National Planning (FMFBNP) Home Finance Department and the Nigeria Governors’ Forum (NGF) Secretariat.

On September 27, 2022, the Business Facilitation (Miscellaneous Provision) Bill 2022, also known as the “Omnibus Bill”, passed Second Reading at the House of Representatives of the Federal Republic of Nigeria.

The PEBEC approved the 7th National Action Plan at its first meeting of 2022 held on February 1, 2022. NAP 7.0, which will run from 7th February to 7th April 2022
